 Dear Parents,

Welcome to the 2007-2008 school year.  We are delighted that you have chosen Allen Elementary School as your partner in educating your child.  Our goal is to help every child learn, each and every day.  This preparation will build a strong foundation for our students that will not only allow them to be successful here, but also prepare them for middle and high school curriculums.  We want all of our students to graduate from high school and then attend and graduate from the college or university of their choice.  

Great learning opportunities in reading, math, writing, science, and social studies await your child.  If you can do nothing else, continually stress to your child that getting a good education is important. Continually remind them that effort pays off.  A strong partnership between you, your child and the school is critical for fulfilling the mission of Allen Elementary School.  This mission is to provide a quality education for each student through a cooperative effort between the parents, the teachers and the community.

 The Parent/Student Handbook was designed to inform you of expectations regarding policies and procedures here at Allen Elementary School.  Please refer to this document to answer questions that may arise throughout the school year.  This handbook should be read with your child in order for both of you to understand your role in the student-parent-school partnership.

 Purposes of Allen Elementary School

 

Allen Elementary School, in serving all children, holds to these  purposes:

    1. To ensure that students are learning each and every day school is in session.

Promotion Standards

Every student must earn the right to be promoted to the next grade, purely on the basis of merit.

 

The Houston Independent School District’s Promotion Standards policy requires students to demonstrate that they have learned what the State of Texas requires public-school children to learn before they are promoted to the next grade.

HISD has set guidelines for measuring each student’s level of achievement. Assistance will be provided to the student to improve his or her performance, as needed.

Our goal is to help all students move forward with the skills and knowledge needed to be successful at the next grade level. Students and parents will work together with the school to achieve this goal.

School/District Assistance

As soon as a student’s performance indicates the student might fail, the classroom teachers, specialists at the school, and/or district specialists will take steps to help the student improve. Teachers will communicate with parents regarding student progress and improvement plans as soon as they see problems in student achievement. Parents must work with their children and the school to help the student meet promotion standards.

General Information

Arrival and Dismissal:

Doors to the school will open at 7:00 a.m. Children should not be left unsupervised before this time. There is no one on campus to supervise children before 7:00 a.m. Breakfast is served from 7:00 to 7:30 a.m. to allow students time to eat and be ready to proceed to their classroom at 7:35. School begins at 7:45 a.m.

Pre-Kdgn. – 5th - 7:45 – 3:15

Please Note: Early Dismissal will be every Wednesday at 1:00 p.m. You will be notified if there are any exceptions.

If it becomes necessary for a student to be excused from class anytime other than the end of the day, a note MUST be provided to the teacher or office. This note should be from the parents whose signature is on the enrollment card. We will not release a child unless this note is furnished. The parent can also come to the office, be identified and sign out the child.

We will release a child to a parent only. All others must show proper identification. If custody of the child changes, please notify the school immediately.

Dress and Grooming Policy

Allen Elementary is charged with the responsibility of maintaining an atmosphere conducive to learning. Meeting this responsibility entails providing not only a secure educational environment, but also standards of acceptable behavior and appearance among students. Board Policy Section 740.200.

Our experience shows that student success depends in part on how the student perceives himself and others perceive him. In this sense, defined standards of appearance assist the student in constructing a positive self-image, his favorable impression upon others, and awareness of his responsible role in society.

For these reasons, the Allen Elementary School community has adopted the following school uniform, dress and grooming policy. All students are required to wear the adopted school uniform. Parents will be called to pick up students who are sent to school not wearing the school uniform. Newly enrolled students will have a two-week grace period from the time of enrollment to purchase the school uniform. The school uniform is required every school day regardless of the month of the year, including field trip days. Occasionally, there are days that are designated as free dress days. Students and parents will be notified in advance of the date and type of clothing that would be appropriate. Students who disregard the dress and grooming policy are insubordinate and will be subject to disciplinary action according to the Code of Student Conduct Level 1 and 2.

IT IS THE RESPONSIBILITY OF THE PARENT TO COMPLY WITH SCHOOL RULES AND REGULATIONS REGARDING DRESS AND GROOMING STANDARDS.

 

I. UNIFORMS: Required

GIRLS: Navy blue skirt, pants or knee length shorts or A-line jumper.

Khaki skirt, knee length shorts or A-line jumper.

Blue, yellow or white pointed/round collar blouse (short or long sleeve). Allen Elementary tee shirts are also allowed.

Uniform shirt or blouse MUST be tucked in.

BOYS: Khaki or navy blue cotton/polyester slacks or knee length walking shorts with belt at all times. (Blue jeans are not allowed).

Blue, yellow, or white pointed collar dress shirt. (Short or long sleeve). Shirts MUST be tucked in at all times. No white tee shirts. Allen Elementary School tee shirts are also allowed.

 

GIRLS AND BOYS: OPTIONAL

Loose knee length navy or khaki shorts with uniform shirts may be worn during the warm temperature days.

II. NON-UNIFORM DAYS (SPECIAL DESIGNATED DAYS WILL BE ANNOUNCED ON A FLYER SENT HOME TO PARENTS):

    1. Shorts, dresses and skirts will be loose and knee length for all grades. No "biking" shorts, no tight spandex shorts, no denim shorts.
    2. T-shirts with foul or vulgar language or suggestive pictures may not be worn to school.
    3. T-shirts must not be longer than shorts or skirts. No muscle shirts.

4. Blue jeans that fit may be worn. Baggy jeans are not appropriate.

 

III. CLOTHING NOT ACCEPTABLE AT ANYTIME ARE AS

FOLLOWS:

    1. Caps/hats or sunglasses should not be worn or brought to school.
    2. Jewelry – no distracting jewelry or valuable jewelry will be worn.
    3. Boys should not wear earrings.

    4. Midriffs and navels must be covered at all times. This includes blouses,
    5. shorts and pants.
    6. See-through clothing, fish net materials must not be worn to school.
    7. Muscle shirts are not to be worn at any time.
    8. Halter-type, spaghetti-strap, low cut and backless blouses or dresses.
    9. Flip-flops should not be worn.

 

IV. FOOTWEAR

Students must wear socks and shoes that lace or buckle. Slides or sandals create safety hazards for students and should not be worn to school.

 

SCHOOL RULES

Board Policy of the Houston Independent School District gives the principal full authority to maintain adequate discipline in the school.  Likewise, the teachers shall have responsibility for the discipline of students, with assistance from the principal as needed.  The students shall be dealt with reasonably, fairly, and with patience, but persistent misconduct will not be tolerated.  

Classroom control is a prerequisite to classroom learning.  Children who are well disciplined direct their interests, efforts, and abilities toward greater achievement.  Those who are not disciplined waste their own individual opportunities and make learning difficult for classmates.  THE BEST DISCIPLINE IS SELF-DISCIPLINE.  

The breaking of any school rule is always considered serious and the student who breaks a rule should be prepared to suffer the consequences.

 A copy of Board Policy concerning discipline, corporal punishment and suspension of students is found in the Code of Student Conduct.

 Within the walls of Allen Elementary School the boys and girls are encouraged to live, work and play together.  The faculty and staff emphasize cooperation, self-respect, respect for one another and self-discipline.

Schoolwide Discipline Plan

Schoolwide Rules:

1. Walk at all times.

2. Use appropriate voice levels in school.

3. Take care of school property.

4. Keep hands and feet to yourself.

5. Respect and obey all adults on campus.

6. Leave gum, candy, sodas and toys at home.

7. Treat others the way you would like to be treated.

8. Do not use profanity.

Consequences:

1. Verbal warning

2. When running, the student will go back and walk

3. Urinating on restroom floor – Students will clean it up

4. Students will clean up any mess they make anywhere at school.

5. Vandalize/destroy property – Students must make restitution

    1. Replace damaged item
    2. Parent pay for item
    3. Parent fix damaged item
    4. Call parent for meeting (Major Destruction)

6. Disrespect adult or another student

    1. Student will write a letter of apology to offended person
    2. Student will complete specially created in-house slip explaining what the student said.

7. Having toys, gum, sodas or candy at school – The item will be confiscated, the parent may pick it up.

Rewards:

1. Verbal Praise

2. Stickers

3. Distribute "I Was Caught Being Good" stickers.

4. Give prizes – pencils, stickers, popsicles, etc.

5. Popcorn/pizza party

6. Class rewards, as determined by teacher

7. One Hour Recess

 

Consequences for Repeat Offenders:

1. Principal-Parent-Teacher-Student Conference

2.  Detention - After School

3. Suspension – 2 - 3 days

 The principal will acknowledge students each reporting period for the following:

1. Honor Roll – 4-A, 1-B and E or S in conduct or 3-A, 2-B and E or S in

conduct

2. Perfect Attendance – No absences, present every school day

3. Good ConductGrade of "E"

4. Most Improved Student (one student per class) – One student selected by

each teacher

Students demonstrating consistency in accomplishing these awards all year long are eligible for the Principal's Award at the end of the school year.

 

Student of the Month

On the last Tuesday of each month, each class will nominate and elect a Student of the Month. This is the student who best exemplifies that month's value. On the last Wednesday of the month the Student of the Month will receive special recognition.

The Character Education values for each month are:

 Cafeteria Procedures

Students should come into the cafeteria in a quiet and orderly manner.

They will be allowed to go through the serving line only once.

Students should respect cafeteria monitors at all times. Students should raise their hands before getting up. They should get permission from monitors at all times.

Students will be allowed to talk in low tone of voice only.

If individual classes do not heed repeated warnings about conduct, classroom teachers will be notified.

Teachers may try seating arrangements such as boy-girl, to help alleviate discipline problems.

If students throw food or use profanity, they will be sent immediately to the principal.

When students spill drinks or drop food on the floor, they should get a mop or broom and clean it up. Students must leave their space at the table free of all trash.

Students are not allowed to take food out of the cafeteria. Also, students are not allowed to bring soft drinks to school.

Students should walk at all times.

Attendance

 

All students in the Houston Independent School District are expected to be in attendance in all their classes and take advantage of the opportunity to learn and to pass their subjects. To make that expectation clear to students and their parents, the HISD, as allowed by the state, has a more stringent policy which requires that a student enrolled in an elementary school may have no more than eight (8) unexcused absences per year to be considered for promotion. More than eight unexcused absences will result in failure for the student even though the grades were passing.

The reason for an excused absence or tardy must be stated in writing and signed by the parent/guardian of the student. The written excuse must be received by the school no later than three school days after the date of the absence or tardy. These notes will be kept by the classroom teacher and submitted to the attendance clerk at the close of the school year. A student found guilty of misrepresenting the validity of an excuse or permit is subject to disciplinary action. The excuse should give the following information:

  1. Date of absence 2. Reason for absence 3.Parent's signature

Acceptable excuses include:

  1. Sickness or accident on the part of the child
  2. Serious illness or death in the immediate family
  3. Participation in legitimate activities, with permission of the child's parent
  4. and/or principal of the school

Students will be required to make up all work missed during absence from school.

Prekindergarten and kindergarten students are subject to the Compulsory Attendance section of the Texas Education Code and therefore shall attend school regularly.

Our goal is an average daily attendance (ADA) of 98%.

ALL STUDENTS SHOULD BE SEATED IN THEIR DESKS BY 7:45.

When a child becomes ill at school, every effort will be made to contact the parents immediately. Please see that we have the home telephone number and/or the work number so that you may be reached in case of emergency. Cell phone and pager numbers should also be provided, if available. If these numbers change, please notify the school. This is very important!

Food Services

Breakfast and lunch are served daily in the cafeteria. Children who wish to bring a lunch from home may do so and eat with the class in the lunchroom. Parents will be notified of prices for breakfast and lunch at the beginning of the school year.

All students who were on free or reduced price meals last school year will continue to receive such meals while applications for this year are being processed. This temporary approval is only permitted until September 10, 2007. It is important that applications for this school year be returned immediately.

Lunch and breakfast cards are available in the school office. They may be purchased each Monday morning. Purchases of lunch cards may be made for a minimum of five 5 days and a maximum of 30 days. NO CHECKS ARE ACCEPTED. Applications for free or reduced meals are available.

Homework Do's and Don'ts

For Students:

  1. Do ask your parents for help with your homework only when you really need help.
  2. Do ask the teacher for help before or after class if you are confused about a homework assignment.
  3. Do explain to teachers legitimate reasons that sometimes make it impossible to complete some homework assignments.
  4. Do make every effort to complete homework assignments when they are very important for a particular class.
  5. Do not ask teachers to help with any homework assignment you really can complete independently.
  6. Do not confuse excuses for incomplete homework assignments with legitimate reasons.
  7. Do not think doing your homework "most of the time" will be satisfactory for those classes where homework counts the most. (In such classes, even a 75% completion rate may not be enough).

For Parents:

  1. Do encourage your child to read for at least 20 minutes every night.
  2. Do make sure your child really needs help before offering to help with homework.
  3. Do help your child see a purpose or some value in homework assignments.
  4. Do encourage your children to complete assignments after absences from school.
  5. Do suggest an alternative to watching TV on nights when no homework is assigned, such as sharing a magazine article, enjoying a game together, or going to an exhibit or concert.
  6. Do ask your child’s teacher for an explanation of homework you don’t understand if you need to help your child.
  7. Do not hesitate to have you child explain legitimate reasons for nights when
  8. homework simply cannot be completed.

  9. Do not place yourself in an adversarial role between your child and teachers over homework issues until all other alternatives are exhausted.

Inclement Weather

Please give your child definite instructions for rainy days as it is impossible to deliver a great many emergency messages from the office. Parents should look at and listen to the news media for any information regarding school operation. STUDENTS WILL NOT BRING BOOKS HOME ON RAINY DAYS.

Library Books

All classes are scheduled into the library on a weekly basis. Books checked out must be properly cared for and returned the following week. If damage or losses occur, each student must assume the responsibility for payment. Students in grades 1-5 may check out library books for one week at a time.

Medication

The policy of the Board of Education does not authorize Houston school personnel to give medication of any kind, which includes aspirin, similar preparations, or any other drugs.

Pupils on long-term preventive medication may take it in school only if other arrangements are not possible. The doctor's statement must be accompanied by written permission of at least one parent.

Parent Conferences

Please try to come in for a conference when called, or you may request a conference when you feel a need. The school's number is (713)696-2755. Regular meetings with your child's teacher are requested and essential to your child's success.

Pest Control

This school periodically applies pesticides. Information concerning these applications may be obtained from Allen Elementary School at (713) 696-2755.

Prohibited Objects

Personal baseball bats, balls and toys are not permitted. (Softball mitts are permitted during softball season, but the student's name must be written on them.) Radios are not permitted except with the teacher's permission during picnics. Pokemon cards are not permitted at school.

IMPORTANT! STUDENTS' PERSONAL BELONGINGS SHOULD BE CLEARLY LABELED - coats, sweaters, overshoes, raincoats, lunch kits. etc.

Registration

It is important that we have accurate addresses, telephone numbers and an emergency number for our students. If you move or change your telephone number, send us this information so we can keep our files current. A completed enrollment card and emergency form must be returned during the first week of school.

Parents of a student whose name on the enrollment card differs from the legal name should be advised that the school must enroll all students under legal names. A parent or legal guardian who requests the school to use a name other than the legal name for his/her child should institute legal proceedings to change the legal name.

 

Safety

The challenge of traffic safety today is greater than ever. Each year school enrollments and vehicle registrations' rise and annual increases are expected years to come. Our best hope for control of the traffic accident problem is to provide adequate safety instruction for the young people attending our schools.

Fire marshals or police officers have observed the congestion around our school and have helped us develop the plans listed below. They will return to check on us and will ticket any offenders. Remember that our goal is safety for our children, rather than convenience for drivers.

Please observe the following regulations:

-Visitors should park on the parking lot near Oxford Street.

-The circular driveway in front of the school is for one-way traffic only.

Enter from the Arlington Street side. This driveway is designated as a fire zone. Strict observance of posted signs is required.

-The circular driveway in front of the school is a bus zone at the opening and closing of school. Please do not block. Observe posted signs.

-Parked cars should be secured before dropping off or picking up children.

-Park single file on Victoria Drive. Double parking is not permitted.

 

-Observe that the staff parking lots is for Allen staff and HISD personnel parking. It is also a supply delivery zone. Students should not enter the campus from this area. The safety engineers for the city police will not allow us to use this as a zone for students. This rule is to protect your child.

-Children must be delivered and picked up on the school side of the street.

-Because of heavy traffic congestion, riding bicycles to school are permitted

for grades 3-5 only.

 

The crossing guard represents our effort to protect our students. We expect the cooperation of everyone.

 

Shared Decision Making Committee (SDMC)

This committee is formed to give input to the principal on matters of importance to the school and the community. We invite any suggestions that you may have to make Allen Elementary an exemplary school. The committee meets on the first Thursday of the month and we welcome your input. Input forms are available from the Parent Information Center in the front hallway. Completed forms may be returned to the box on top of mailboxes in the Front Office.

 

Telephones

Students may use the telephones in cases of emergency and must have a permit from the teacher. Please make "rainy day" plans with your children NOW! The office telephones cannot handle all the calls when the children are unsure of what to do.

 

Textbooks

Each student is responsible for all books issued to him. If he loses a book, he must pay for it before another one is issued. It is State Law that all books be covered at all times. CHILDREN WILL NOT BRING BOOKS HOME ON RAINY DAYS.

 

Visits

All visitors MUST register in the office and secure a visitor's slip before going to the classroom. This measure is taken in order to protect our children. Classroom visits are welcome. Please devote your time to observation only. If you desire a conference with the teacher he/she will be glad to arrange a time for discussion with you. Please do not ask to talk to the teacher while instruction is in process.
