Promotion Standards

Before students in the Houston Independent School District are promoted to the next grade level, they must show that they have learned what the State of Texas requires of all public school children. Because HISD wants students to make academic progress, it is important that parents and students know what is needed to be promoted to the next grade level.

The state test used to determine student promotion is the Texas Assessment of Knowledge and Skills (TAKS). In addition to the TAKS requirements, state law requires students in the third grade to pass the reading section of the TAKS during one of three testing opportunities. State law also requires students in the fifth grade to pass both the reading and mathematics sections of the TAKS during one of three scheduled administrations of those exams. Additional academic measures used by HISD include classroom grades and a nationally norm-referenced achievement test.

HISD strongly encourages you to familiarize yourself with these promotion standards and the calendar of tests. HISD is committed to helping all students to be successful at every grade level. Parents are key partners in ensuring academic achievement, and parents are strongly encouraged to familiarize themselves with the promotion standards and the timeline for testing.

Detailed information about the standards is communicated to parents and students in the fall of each school year. Click here to navigate through the promotion standards by grade level on HISD Connect. You may also call the Federal and State Compliance office at 713-556-6731 for more information.
